Tunisia Calls for Balanced Migration Partnership at Africa–Europe Summit

During the Seventh African–European Summit held on November 24–25, 2025 in Angola, Tunisian Foreign Minister Mohamed Ali Nafti delivered a speech focusing on building a “prosperous and sustainable future for Africa and Europe and a partnership for migration and mobility.”

Mr. Nafti highlighted that the Summit coincides with the 25th anniversary of the African–European partnership, calling it an opportunity to rethink strategic cooperation and adapt frameworks to current realities and challenges. He reaffirmed Tunisia’s commitment to multilateralism, stressing the need to rebuild trust and strengthen collective action in a rapidly changing world marked by interconnected security, economic, environmental, and humanitarian issues.

Addressing migration, the Tunisian Foreign Minister underscored Tunisia’s view that it must be tackled through a comprehensive and humane approach built on shared responsibility and equity between North and South. He called for expanding legal and circular mobility channels, and proposed a joint AU–EU mechanism to boost investment in countries of origin.

Mr. Nafti stressed that migration can be a driver of prosperity when legal, safe, and respectful of human dignity. He also warned against the consequences of irregular migration enabled by trafficking networks, noting Tunisia’s cooperation with the International Organization for Migration to promote reintegration and development initiatives.

He concluded that creating fairer systems and transforming existing policies requires unified effort and a human-centered development vision. The Summit ended with the adoption of a Joint Declaration outlining future priorities of the African–European partnership, including peace, security, migration, and development.
